It could have come from Scully's own lips. She will always love him, whether he may have lost his faith or hope and is barely getting by. Reminds him that she is there, don't give up, she's no going anywhere, their souls are entwined as one. When despair finds him, she tells him not to let it consume him, she'll give him hope. She is his anchor, her love will help him, she will never let go.
